At each of the recent Township Council meetings, there’s been a constant presence: Domenic Cotter, a struggling taxpayer angry over the year-after-year tax hikes in Montclair.

“I’m an owner of a small business,” said Cotter, who moved to a home on Cloverhill Place two years ago. “When times are tough, we lay off people we love. We have to make hard decisions. It’s that dire.”
